Apple has started rolling out the first iOS 16.4 and iPadOS 16.4 betas to developers. The new release comes with some big changes, including web app push notifications, an updated Apple Podcasts app, and a new Apple HomeKit architecture.
Web apps now support configurable push notifications as soon as you add a page to your home screen via the Web Push API. Previously, you could only add web apps through the native Safari browser, but starting with iOS 16.4 and iPadOS 16.4, you can now add web apps from third-party browsers with notification support.

Apple’s Podcasts app now has a new channel tab in the library for all subscriptions. The CarPlay app has a new browse section to help you pick up your podcasts on the go. Apple Podcasts also added an Up Next queue to show unfinished episodes.
HomeKit in iOS 16.4 and iPadOS 16.4 gets a new system architecture that makes HomeKit accessories more reliable and communicates better with Apple devices. The Home app now supports both automatic and manual software updates for Matter accessories.

Apple is also adding a total of 31 new emojis in iOS 16.4/iPadOS 16.4. Another nice addition is the option to enable developer betas directly from the Software Updates menu without installing a developer profile from the Developer Center.
