Program Managers provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial alignment of future USAID/BHA projects. He provides overall strategic direction in project design, management, implementation and overall quality assurance. He oversees a team of experts and supports his staff, prepares reports and annual operating plans, aligns project initiatives with national priorities, and ensures the program complies with his USAID/BHA regulations. To do. This position will be based in Port-au-Prince, Haiti, with frequent travel to the program’s intervention areas. The Program Manager will serve as the primary point of contact with USAID/BHA Haiti regarding day-to-day implementation and administrative matters related to the award agreement.   • Providing leadership and strategic direction to ensure the planned and financial integrity of the Haiti Integrated Humanitarian Emergency Response (HIHER): Food Aid, WASH, Agriculture, and the Early Recovery and Market System (ERMS)
  • Manage project operational, financial and administrative priorities. Direct the planning and budgeting process. Design and oversee the annual project cycle in accordance with the USAID/BHA annual planning cycle
    • Act as a technical lead in designing, implementing, and overseeing aspects of the project
    • Ensure compliance with USAID/BHA operational policies and regulations, adherence to project results, and oversight of project activities to achieve specified objectives;
    • Ensure the development of a strong M&E system, program monitoring tools and put in place efficient systems to ensure high quality implementation.
    • Build and maintain strong partnerships with USAID, the Haitian Ministry of Agriculture, implementing partners, UN agencies, private sector partners, and other key stakeholders in Haiti.
    • Represent the interests of the HIHER program and communicate progress to key Haitian stakeholders (including USAID) and through conferences, conferences, and presentations to key Haitian stakeholders, including public and professional implementation partners; , achievements and lessons learned
    • Provide technical leadership in the design, analysis and synthesis of interventions
    • Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines to achieve project goals;
    • Participate in working groups with relevant technical advisory committees, counterparts and partner institutions;
    • Ensure day-to-day technical, schedule and financial performance of the project according to the scope of work and annual work plan
    • Collaboratively develop and execute a strategic, long-term program vision
    • Oversee the preparation and supervision of project work plans, performance management, and strategic communications.
    • Make verbal or written presentations to various audiences on the progress of the project as requested by the client and/or USAID/BHA.
    • Work closely with USAID, project teams and project partners to lead the annual work planning process
    • Guide, support, supervise and manage a team of highly qualified staff and coordinate their efforts to ensure rapid and sustainable results
    • Write and/or review technical components of materials and publications related to integration projects and their development, and oversee the preparation of regular project reports to donors and other relevant stakeholders;
    • Regularly review all financial and logistical information to ensure that resources are available for project implementation, work with financial and project staff to develop and track project budgets, and ensure that projects are budgeted. Make sure it runs on time and on schedule.
    • Work with monitoring and evaluation (M&E) staff to develop an M&E framework to effectively track data and results and establish a data culture for decision making.

Knowledge, Skills and Abilities:

  • Master’s degree or equivalent in Rural Development, Agriculture, Agribusiness, Agricultural Economics or related fields preferred
    • Proven management experience in managing relevant and complex USAID and other donor-funded development programs, especially in complex environments, and 10+ years of professional practice in managing integrated agricultural and economic recovery development projects. experience.
    • 7+ years of proven experience in managing the operations, project management, and administration of a US Government funded project or similar internationally funded program
    • Solid experience in managing complex agricultural and economic development system enhancements involving coordination with multiple program partners.

    • Proven technical and management expertise in agricultural and/or economic development and resilience enhancement projects in Haiti, the Caribbean or similar development settings.

    • Proven ability to work with USAID and other donor clients, host country governments, and various public and private sector stakeholders.
    • Proven ability to collaborate across projects, demonstrate flexibility and creativity, and successfully lead cross-cultural teams in complex development situations.
    • Proven knowledge and skills in financial planning and management, human resources, procurement, and other administrative support areas/functions.
    • Ability to instill trust and confidence and communicate effectively.
